Draft Report for ME-VT Pilot Study - Email

Dear Rob, Chip, John and Costa,

Considering the sensitive nature of this report it may be best if we
send it only to the 4 of you and let you make the distribution
internally as you see fit.  Any material that goes to Congress cannot be
shared publicly before it is received by Congress.  Therefore you and
your staff members need to know the sensitive nature of this material
and that it cannot be shared outside the confines of our study group.
Karen will be incorporating comments from our FHWA staff the rest of
this week and expects to get  a copy out to you early next week.  Please
let me know if you have any questions.
